FAPPR

Forumul Agricultorilor și Procesatorilor Profesioniști din România (FAPPR), known as Forumul APPR, is a Romanian professional federation made up of agricultural producers and other actors from the agricultural value chain. Since 2012, it has positioned itself as a consistent civil-dialogue partner for authorities in Bucharest and Brussels, advocating for public policies that are fair, proportionate, and workable for farmers. The organization serves farmers and large-scale crop producers in Romania with technical assistance on economic, legal, and agronomic topics, while also representing their interests in national and European policy debates. Its work combines advocacy, applied research, field testing, digital tools, and education, with a strong focus on major arable crops and on improving farm performance under challenging climatic and market conditions. FAPPR says it brings together 1,800 farmer members cultivating nearly 2 million hectares, and it collaborates with more than 80 research institutions across 50 applied research locations in Romania. It is affiliated with the European Corn Confederation (CEPM) and, since 2025, has also been part of the Farm Europe network. Core Values Farmer-led representation : FAPPR presents itself as an organization built “by farmers for farmers,” with its agenda grounded in the practical realities of Romanian agriculture. Scientific rigor : Its field-testing and research activities emphasize independent, repeatable, scientifically structured trials rather than anecdotal comparisons. Practical usefulness : The organization focuses on solutions that improve profitability, productivity, and decision-making in real farm conditions. Sustainability and resilience : Its policy and research work repeatedly addresses climate risk, biodiversity, integrated crop protection, and more efficient use of resources. Collaboration : FAPPR works with research institutes, universities, companies, and public authorities to build shared solutions for agriculture. Unique Aspects Large independent trial network : RITAC is described as the only independent field testing and analysis network of its kind in Romania, with more than 8,500 micro-plots across 50 applied research locations. Strong European policy access : Through CEPM and Farm Europe, FAPPR participates in European-level agricultural dialogue and contributes to positions on CAP, risk management, digitalization, bioeconomy, and trade. Broad research partnerships : The organization works with more than 80 research institutions and directly with seed companies active in Romania, giving its trials and applied research a wide collaborative base. Scale of membership : FAPPR says it represents 1,800 farmer members cultivating nearly 2 million hectares, which gives it significant sectoral reach in Romania. Congress hosting role : In May 2025, FAPPR hosted the 40th CEPM Congress in Bucharest, bringing together member organizations from nine European countries. Cross-border network membership : Its 2025 membership in Farm Europe adds another European platform for influencing agricultural and food-policy debates.
